NHSS 17 & 17B

The National Highways Sector Scheme

NHSS 17 & 17B stands for The National Highways Sector Scheme and the number 17 is simply the sequential number in the range of these standards. It addresses two areas – 17 relates to Vehicle recovery at highway construction sites and 17B relates to Vehicle recovery & removal on controlled roads. NHSS 17/17B is directly attached to both PAS 43 and ISO 9001 in the sense that it is a specific requirement to have both ISO 9001 certification and PAS 43 certification before an organisation can be considered for NHSS 17/17B certification.

The sector scheme itself applies to recovery operators providing contracted vehicle removal and recovery operations at highway construction sites where a free recovery service is provided usually during construction work being carried out. Where applicable this includes highway maintenance and construction sites on motorways, high-speed dual carriageways and other highways. It is intended for use on roads operated by the Highways Agency and where required by other highway authorities including contractual and controlling agents and the Police. 17B would typically be a requirement for those operators contracted by the Police to provide SOCO bays for forensic investigation work to be carried out.
